    Commission on Enhancing National Cybersecurity

    The President's Commission on Enhancing National Cybersecurity is a Presidential Commission formed on April 13, 2016, to develop a plan for protecting cyberspace, and America's economic reliance on it. The commission released its final report in December 2016. The report made recommendations regarding the intertwining roles of the military, government administration and the private sector in providing cyber security. Chairman Donilon said of the report that its coverage "is unusual in the breadth of issues" with which it deals. == Recommendations == The report made sixteen major recommendations with fifty-three specific action items broadly grouped under six areas: Protecting the information and digital infrastructure Investing in the secure growth of information and digital infrastructure Consumer information access Building the cybersecurity workforce Building a secure governmental cybersecurity framework Keeping interconnectivity open, fair, competitive, and secure The Commission found that strong authentication systems were mandatory for adequate cybersecurity, not just for the government, but for all commercial systems, and private individuals. The commission also stressed remote identity proofing and security for the Internet of things (IoT). Finding that technicians who know cybersecurity and can protect systems are few and in short supply, the commission recommended nationally supported training programs to produce an adequate workforce, as well as increasing the level of expertise in the existing workforce. The Commission highlighted the importance of partnerships between government and the private sector as a powerful tool for encouraging the technology, policies and practices we need to secure and grow the digital economy.     Coolgorilla was one of the earliest software developers that created 3rd party native applications for Apple iPod devices. Coolgorilla was an early adopter of using a sponsorship business model to enable mobile applications to be given away freely. Coolgorilla developed a series of Talking Phrasebooks for iPods in 2006. They partnered with online travel company lastminute.com who sponsored the applications enabling them to be made available to download completely free of charge. As mobile devices became more sophisticated, Coolgorilla developed the Talking Phrasebooks for Sony Ericsson and Nokia Mobile Devices which at the time were considerably noteworthy since the applications used real voice audio translations. With Apple's introduction of the iPhone in 2007, Coolgorilla developed a Web App before having four of the iPhone Talking Phrasebooks available to download from Apple's App Store on the day it opened in 2008. == Almanac in Chronological Order == On 23 December 2005, CoolGorilla, a new start-up, launched a trivia game for the iPod. It was titled "Rock and Pop Quiz". It was a quiz game that tested users' knowledge on bands such as U2, Metallica, Beyonce, and the Beatles. The quiz contained twenty megabytes of audible trivia questions. The free game was compatible with 3rd, 4th and 5th generation iPods, iPod mini and nano. In March 2006, Coolgorilla released "Movie Quiz for iPods" with a price of $5. It was an audio game narrated by New York's DJ Thomas, a radio and television host, voice over artist and event Master of Ceremonies. There were questions on Star Wars, Spiderman, The Godfather, Pulp Fiction, The Matrix, James Bond, and others. The user could keep track of their score. The game included a secret code for players who answered all questions correctly which enabled users to enter their name on the Coolgorilla Hall of Fame. In May 2006, Coolgorilla launched a World Cup Encyclopedia which was released prior to the 2006 FIFA World Cup. It had information on the World Cup schedule, details of every player from every team, every score from every world cup game ever played, stadium details, and manager profiles. It was a free download. In June 2006, Coolgorilla released a series of iPod Phrasebooks in German, Greek, French and Spanish. They were sponsored by lastminute.com and were free. The phrasebooks included common words and phrases for tourists with 750 sound files. They were accessed through the iPod's Notes feature. In April 2007, Coolgorilla released a downloadable version of the Talking Phrasebooks for Nokia and Sony Ericsson mobile devices. French, Spanish, German, Greek, Italian, and Portuguese were produced. The application provided real voice translations. They initially sold for £3 but 3 months later were offered for free. The branding was lastminute.com branding. Apple's iPhone was released at the end of June 2007. Soon after, Coolgorilla released an online all-in-one version of their Talking Phrasebooks for iPhone (Web App). The Phrasebooks were made available online in the form of a web app as iPhone did not yet allow for the download of additional apps. The app provided both text and audio translations in French, Spanish, Portuguese, Italian, German, and Greek. The iPhone translated the phrases using the recordings of real, native voice-over artists. A text translation on screen was also displayed. Apple's App Store opened in July 2008 with approximately 500 native apps available. Four of these Apps were Coolgorilla's Talking Phrasebooks for iPhone (Native Apps). There was French, German, Italian, and Spanish. These Apps carried lastminute.com branding and were available for free download. In the first three weeks following their release, the phrasebooks had over 350,000 downloads. Subsequently, Dutch, Arabic, Mandarin and Cantonese were also released. In October 2008, Coolgorilla released an iPhone London Travel Guide. Coolgorilla featured on NBC News in August 2009. In 2024, Glow was reported to have approximately 25 million users across its various apps and community message boards. == History == Glow debuted in August 2013 as an iOS app. It was founded by Michael Huang and Max Levchin and launched with $6 million in Series A funding from venture capital firms Founders Fund and Andreesen Horowitz. In 2014, Glow raised an additional $17 million in Series B funding, with Formation 8 joining existing investors. In 2015, Glow launched Ruby, an app dedicated to sexual health. That year, Wired reported that the company had added features to their apps allowing men to monitor their fertility. Glow subsequently released an additional set of apps focused on pregnancy tracking and infant development. In 2016, Glow reported that it had a total of approximately 3 million users; by 2018, this had grown to 15 million. Core features include cycle logging, ovulation prediction, and symptom tracking. The app also provides educational content related to reproductive health and childcare, as well as a set of online message boards that allow individuals to share experiences and seek peer support. == Privacy and legal issues == Glow has received significant media attention for its privacy and security practices. In 2016, Consumer Reports identified potential exploits in the Glow app that they claimed could have exposed private user data to hackers. Glow subsequently reported that it had fixed the vulnerabilities and told The Washington Post they had no evidence that user data had been compromised. In September 2020, the California Attorney General announced a settlement with Glow related to Consumer Reports’ findings, which included a $250,000 civil penalty. Following the US Supreme Court's 2022 Dobbs v. Jackson ruling, which legalized state-level bans on abortion, Glow (and other fertility trackers, such as Clue and Flo) came under additional scrutiny over concerns that user data on abortions could be reported to law enforcement. After this surge of media interest, a research team affiliated with the University of New South Wales conducted an investigation into the privacy practices of several popular fertility apps, including Glow. Their review of Glow was mixed, noting that they provided several privacy settings and de-identified sensitive data, but that user information could still be disclosed in the future if the app was sold. Glow rejected that claim, telling the Australian Associated Press that it "did not share" personal data. The company also cited several internal security measures it had implemented and its apps' offline data protection setting, which allows users to permanently delete their health-related data. == Reception == In 2014, Fast Company reported that 20,000 women had used Glow to conceive.     WeChat or Weixin in Chinese (Chinese: 微信; pinyin: Wēixìn ; lit. 'micro-message') is an instant messaging, social media, and mobile payment app developed by Tencent. First released in 2011, it became the world's largest standalone mobile app in 2018 with over 1 billion monthly active users. The Chinese version of WeChat, Weixin, has been described as China's "app for everything" and a super-app because of its wide range of functions. WeChat provides text messaging, hold-to-talk voice messaging, broadcast (one-to-many) messaging, video conferencing, video games, mobile payment, sharing of photographs and videos and location sharing. It has been described as having "an almost indispensable part of life in China". Accounts registered using Chinese phone numbers are managed under the Weixin brand, and their data is stored in mainland China and subject to Weixin's terms of service and privacy policy. Non-Chinese numbers are registered under WeChat, and WeChat users are subject to a more liberal terms of service and better privacy policy, and their data is stored in the Netherlands for users in the European Union, and in Singapore for other users. User activity on Weixin, the Chinese version of the app, is analyzed, tracked and shared with Chinese authorities upon request as part of the mass surveillance network in China. Chinese-registered Weixin accounts censor politically sensitive topics, and the software license agreement for Weixin (but not WeChat) explicitly forbids content which "[en]danger[s] national security, divulge[s] state secrets, subvert[s] state power and undermine[s] national unity", as well as other types of content such as content that "[u]ndermine[s] national religious policies" and content that is "[i]nciting illegal assembly, association, procession, demonstrations and gatherings disrupting the social order". Due to its central part of Chinese life, a Chinese person having their WeChat account banned can cause a significant disruption to their life. Any interactions between Weixin and WeChat users are subject to the terms of service and privacy policies of both services. == History == By 2010, Tencent had already attained a massive user base with their desktop messenger app QQ. Recognizing smart phones were likely to disrupt this status quo, CEO Pony Ma sought to proactively invest in alternatives to their own QQ messenger app. WeChat began as a project at Tencent Guangzhou Research and Project center in October 2010. The original version of the app was created by Allen Zhang, named "Weixin" (微信) by Pony Ma, and launched in 2011. The user adoption of WeChat was initially very slow, with users wondering why key features were missing; however, after the release of the Walkie-talkie-like voice messaging feature in May of that year, growth surged. By 2012, when the number of users reached 100 million, Weixin was re-branded "WeChat" by President Martin Lau for the international market. During a period of government support of e-commerce development—for example in the 12th five-year plan (2011–2015)—WeChat also saw new features enabling payments and commerce in 2013, which saw massive adoption after their virtual Red envelope promotion for Chinese New Year 2014. WeChat had over 889 million monthly active users by 2016, and as of 2019 WeChat's monthly active users had risen to an estimate of one billion. As of January 2022, it was reported that WeChat has more than 1.2 billion users. After the launch of WeChat payment in 2013, its users reached 400 million the next year, 90 percent of whom were in China. By comparison, Facebook Messenger and WhatsApp had about one billion monthly active users in 2016 but did not offer most of the other services available on WeChat. For example, in Q2 2017, WeChat's revenues from social media advertising were about US$0.9 billion (RMB6 billion) compared with Facebook's total revenues of US$9.3 billion, 98% of which were from social media advertising. WeChat's revenues from its value-added services were US$5.5 billion. By 2018, WeChat had been used by 93.5% of Chinese internet users. In that year, it became the world's largest standalone mobile app in 2018 with over 1 billion monthly active users. In response to a border dispute between India and China, WeChat was banned in India in June 2020 along with several other Chinese apps, including TikTok. U.S. president Donald Trump sought to ban U.S. "transactions" with WeChat through an executive order but was blocked by a preliminary injunction issued in the United States District Court for the Northern District of California in September 2020. Joe Biden officially dropped Trump's efforts to ban WeChat in the U.S. in June 2021. == Features == WeChat, has been described as China's "app for everything" and a super-app because of its wide range of functions. WeChat also allows users to exchange contacts with people nearby via Bluetooth, as well as providing various features for contacting people at random if desired (if people are open to it). It can also integrate with other social networking services such as Facebook and Tencent QQ. Photographs may also be embellished with filters and captions, and automatic translation service is available and could also translate the conversation during messaging. WeChat supports different instant messaging methods, including text messages, voice messages, walkie talkie, and stickers. Users can send previously saved or live pictures and videos, profiles of other users, coupons, lucky money packages, or current GPS locations with friends either individually or in a group chat. WeChat also provides a message recall feature to allow users to recall and withdraw information (e.g. images, documents) that are sent within 2 minutes in a conversation. WeChat also provides a voice-to-text feature that brings convenience when it is not convenient to listen to voice messages, as well as the basic ability to recognize emojis based on different tones of voice. A distance sensing feature is implemented in WeChat. It has the ability to activate the receivers' hold-to-talk function when the phone was brought in close proximity to the ear. After the receiver was held at a certain distance from the ear, the sensor would then proceed to automatically disable the phone speakers. This feature eliminates the risk of the user's voice messages being inadvertently broadcast to the general public. === Public accounts === WeChat users can register as a public account (公众号), which enables them to push feeds to subscribers, interact with subscribers, and provide subscribers with services. Users can also create an official account, which fall under service, subscription, or enterprise accounts. Once users as individuals or organizations set up a type of account, they cannot change it to another type. By the end of 2014, the number of WeChat official accounts had reached 8 million. Official accounts of organizations can apply to be verified (cost 300 RMB or about US$45). Official accounts can be used as a platform for services such as hospital pre-registrations, or credit card service. To create an official account, the applicant must register with Chinese authorities, which discourages "foreign companies". In April 2022, WeChat announced that it will start displaying the location of users in China every time they post on a public account. Meanwhile, overseas users on public accounts will also display the country based on their IP address. === Moments === "Moments" (朋友圈) is WeChat's brand name for its social feed of friends' updates. "Moments" is an interactive platform that allows users to post images, text, and short videos taken by users. It also allows users to share articles and music (associated with QQ Music or other web-based music services). Friends in the contact list can like the content and leave comments, functioning similarly to a private social network. In 2017 WeChat had a policy of a maximum of two advertisements per day per Moments user. Privacy in WeChat works by groups of friends: only the friends from the user's contact are able to view their Moments' contents and comments.     A deductive language is a computer programming language in which the program is a collection of predicates ('facts') and rules that connect them. Such a language is used to create knowledge based systems or expert systems which can deduce answers to problem sets by applying the rules to the facts they have been given. An example of a deductive language is Prolog, or its database-query cousin, Datalog. == History == As the name implies, deductive languages are rooted in the principles of deductive reasoning; making inferences based upon current knowledge. The first recommendation to use a clausal form of logic for representing computer programs was made by Cordell Green (1969) at Stanford Research Institute (now SRI International). This idea can also be linked back to the battle between procedural and declarative information representation in early artificial intelligence systems. Deductive languages and their use in logic programming can also be dated to the same year when Foster and Elcock introduced Absys, the first deductive/logical programming language. Shortly after, the first Prolog system was introduced in 1972 by Colmerauer through collaboration with Robert Kowalski. == Components == The components of a deductive language are a system of formal logic and a knowledge base upon which the logic is applied. === Formal Logic === Formal logic is the study of inference in regards to formal content. The distinguishing feature between formal and informal logic is that in the former case, the logical rule applied to the content is not specific to a situation. The laws hold regardless of a change in context. Although first-order logic is described in the example below to demonstrate the uses of a deductive language, no formal system is mandated and the use of a specific system is defined within the language rules or grammar. As input, a predicate takes any object(s) in the domain of interest and outputs either one of two Boolean values: true or false. For example, consider the sentences "Barack Obama is the 44th president" and "If it rains today, I will bring an umbrella". The first is a statement with an associated truth value. The second is a conditional statement relying on the value of some other statement. Either of these sentences can be broken down into predicates which can be compared and form the knowledge base of a deductive language. Moreover, variables such as 'Barack Obama' or 'president' can be quantified over. For example, take 'Barack Obama' as variable 'x'. In the sentence "There exists an 'x' such that if 'x' is the president, then 'x' is the commander in chief." This is an example of the existential quantifier in first order logic. Take 'president' to be the variable 'y'. In the sentence "For every 'y', 'y' is the leader of their nation." This is an example of the universal quantifier. === Knowledge Base === A collection of 'facts' or predicates and variables form the knowledge base of a deductive language. Depending on the language, the order of declaration of these predicates within the knowledge base may or may not influence the result of applying logical rules. Upon application of certain 'rules' or inferences, new predicates may be added to a knowledge base. As new facts are established or added, they form the basis for new inferences. As the core of early expert systems, artificial intelligence systems which can make decisions like an expert human, knowledge bases provided more information than databases. They contained structured data, with classes, subclasses, and instances. == Prolog == Prolog is an example of a deductive, declarative language that applies first- order logic to a knowledge base. To run a program in Prolog, a query is posed and based upon the inference engine and the specific facts in the knowledge base, a result is returned. The result can be anything appropriate from a new relation or predicate, to a literal such as a Boolean (true/false), depending on the engine and type system.

    A scan line (also scanline) is one line, or row, in a raster scanning pattern, such as a line of video on a cathode-ray tube (CRT) display of a television set or computer monitor. On CRT screens the horizontal scan lines are visually discernible, even when viewed from a distance, as alternating colored lines and black lines, especially when a progressive scan signal with below maximum vertical resolution is displayed. This is sometimes used today as a visual effect in computer graphics. The term is used, by analogy, for a single row of pixels in a raster graphics image. Scan lines are important in representations of image data, because many image file formats have special rules for data at the end of a scan line. For example, there may be a rule that each scan line starts on a particular boundary (such as a byte or word; see for example BMP file format). This means that even otherwise compatible raster data may need to be analyzed at the level of scan lines in order to convert between formats.

    The Anthem medical data breach was a medical data breach of information held by Elevance Health, known at that time as Anthem Inc. On February 4, 2015, Anthem, Inc. disclosed that criminal hackers had broken into its servers and had potentially stolen over 37.5 million records that contain personally identifiable information from its servers. On February 24, 2015 Anthem raised the number to 78.8 million people whose personal information had been affected. According to Anthem, Inc., the data breach extended into multiple brands Anthem, Inc. uses to market its healthcare plans, including, Anthem Blue Cross, Anthem Blue Cross and Blue Shield, Blue Cross and Blue Shield of Georgia, Empire Blue Cross and Blue Shield, Amerigroup, Caremore, and UniCare. Healthlink says that it was also a victim. Anthem says users' medical information and financial data were not compromised. Anthem has offered free credit monitoring in the wake of the breach. Michael Daniel, chief adviser on cybersecurity for President Barack Obama, said he would be changing his own password. According to The New York Times, about 80 million company records were hacked, and there is a fear that the stolen data will be used for identity theft. The compromised information contained names, birthdays, medical IDs, social security numbers, street addresses, e-mail addresses and employment information, including income data. == Theft of the data == The data was stolen over a period of weeks the month before the data breach was discovered. Because no medical information was compromised, Anthem was not required by law to encrypt the data. However, Anthem faced several civil class-action lawsuits, which were settled in 2017 at a cost of $115 million. Anthem did not admit any wrongdoing in the settlement. Data from the attack is expected to be sold on the black market. == Impact == Persons whose data was stolen could have resulting problems about identity theft for the rest of their lives. Anthem had a US$100 million insurance policy for cyber problems from American International Group. One report suggested that all of this money could be consumed by the process of notifying customers of the breach. == Responses == Anthem hired Mandiant, a cybersecurity firm, to review their security systems and advised people whose data was stolen to monitor their accounts and remain vigilant. The theft of the data raised fears generally about the theft of medical information. A writer from Harvard Law School suggested that this data breach might spark reform of security practices and government data safety regulation. An investigation conducted by several state insurance commissioners blames the breach on an attacker whose identity was withheld, and claims that the breach was likely ordered by a foreign government whose name was withheld. It also concluded that Anthem had taken reasonable measures to protect its data before the breach and that its remediation plan was effective at shutting down the breach once it was discovered. It also marks the starting date of the breach as February 18, 2014. The lead investigator was the Indiana Department of Insurance (DOI) -- Anthem's principal regulator, because Anthem is headquartered in Indiana. The Indiana DOI hired independent auditors to conduct a security assessment at Anthem, which concluded, "While deficiencies within Anthem’s cybersecurity posture were noted by the Examination Team, these deficiencies were not, in our experience, uncommon to companies comparable to Anthem in size and scope. While the pre-breach deficiencies impacted Anthem’s ability to reduce the likelihood of and quickly detect the Data Breach, the controls implemented subsequent to the Data Breach should improve Anthem’s ability to detect future breaches and enable Anthem to respond more effectively to a future attack than was the case in this instance." Federal regulators also conducted an investigation of the Anthem data breach, resulting in a $16 million settlement between Anthem and the Department of Health and Human Services (HHS) -- by far the largest HHS data breach settlement. An HHS Director overseeing the investigation said, "The largest health data breach in U.S. history fully merits the largest HIPAA settlement in history. Unfortunately, Anthem failed to implement appropriate measures for detecting hackers who had gained access to their system to harvest passwords and steal people's private information." The HHS settlement also required Anthem to perform a risk assessment and correct any identified deficiencies in its cybersecurity, with HHS oversight of Anthem's progress. Approximately 100 private class action lawsuits were filed against Anthem over the data breach and consolidated in California federal court, in front of Judge Koh, a respected authority in data breach litigation. After contested briefing over who should lead the litigation efforts, Judge Koh appoints Eve Cervantez of Altshuler Berzon and Andy Friedman of Cohen Milstein as co-lead counsel, and appointed Eric Gibbs of Gibbs Law Group and Michael Sobel of Lieff Cabraser to head a Plaintiffs' Steering Committee. In 2017, Anthem agreed to settle the litigation for $115 million, the largest ever data breach settlement at the time. The attorneys requested $38 million in fees for their work on the case, but Judge Koh slashed the fee request, finding that only $31 million in fees were merited.

    ParkMobile is a mobile and web app providing parking payments in North America. Headquartered in Atlanta, Georgia, users can pay for on-street and off-street parking via app on their smartphone, web browser, or through calling a phone number. ParkMobile also offers parking reservations at stadiums or venues for concerts and sporting events, and in metro area garages. == History == ParkMobile was founded in the United States in 2008 by Albert Bogaard after originally starting in the Netherlands. The initial product served only zone (on-demand) parkers and payment for the parking spot was made via a phone call through an IVR system. In 2009, the ParkMobile app was released and the product launched in its first city, Grand Rapids, Michigan. Parking payments have since been accepted through a user's account by connecting a credit card. ParkMobile deployed in Washington, D.C., in 2011. As of 2023, ParkMobile now has over 50 million users. Parking reservations were introduced in 2017, allowing users to reserve parking in advance. In 2018, the company recapitalized with BMW as the shareholder. ParkMobile was then acquired by a joint venture with BMW and Daimler. Under this joint venture, ParkMobile parking payment functionality was available and integrated with BMW's navigation system in many of its 2018 models. EasyPark Group, the Swedish-based parking solutions company, acquired ParkMobile in 2021 and is the current owner rebranded as Arrive. In 2022, ParkMobile launched in the City of Boston with a city-wide parking app, ParkBoston, powered by ParkMobile. == Operations == === Products === ParkMobile's product offerings include zone (on-demand) parking payments, parking reservations, and a self-service reporting engine. Zone parking is the company's most widely used service. Users can use the app on their smartphone to pay parking fees. In 2017, ParkMobile began offering parking reservations. The service is provided in addition to on-demand parking options at stadiums and venues, as well as metro area parking garages. After launching the reservations feature, ParkMobile became the first mobile parking app provider in North America to have a consolidated app with both on-demand and reservations parking in one. ParkMobile 360, the company's self-service management and reporting platform for operators, launched in 2018. It is a web-based application for parking operators to manage parking inventory, adjust rates, create special parking events, and track analytics. In 2020, ParkMobile began offering an option to pay for parking with Google through integrating the ParkMobile experience with Google Maps In 2021, ParkMobile launched its web application, allowing users to complete their parking transactions directly from the mobile website without having to download the app or have an account. ParkMobile integrates with parking gate equipment so customers can use their app to pay for parking and scan to enter and exit the garage. === Locations === ParkMobile has over 50 million users across the United States, Canada, and Puerto Rico. The app is available in over 550 cities in the U.S. and over 150 colleges and universities. == Controversies == === Predatory towing and excessive ticketing === Since all paid parking sessions from a single supplier are able to be viewed together, the ease of viewing and enforcing parking violations has caused controversy. Parking Enforcement Services in Birmingham, Alabama, has been the subject complaints by users of the ParkMobile app who had paid for a parking session and still had their vehicle towed. Customers often use old or expired license plates and forget to update to the correct number, or mistype when entering their information into the ParkMobile app. The complaints are that the towing companies offer no lenience for these mistakes. They return to their car as the session expires, and find their car has been towed. Additionally, other municipality across the country have received complaints about excessive parking ticket issuing when inputting their information incorrectly in the ParkMobile app. In Stone Harbor, New Jersey, parking ticket violations increased by over 1,600% from the previous year since launching with the ParkMobile app. Police officers refute complaints of being "too strict" on writing tickets by admitting the ParkMobile system allows officers to "more seamlessly enforce" the city's parking laws. === Data security breach === In March 2021, ParkMobile suffered a cybersecurity incident "linked to a vulnerability in a third-party software," potentially exposing users' email addresses, phone numbers, and license plate numbers. ParkMobile responded by launching an investigation and notifying law enforcement authorities and affected municipalities. The investigation concluded "no sensitive data or Payment Card Information was affected" but ParkMobile confirmed that basic account information, such as license plate numbers and possibly email addresses or phone numbers, was accessed.

    Linked timestamping

    Linked timestamping is a type of trusted timestamping where issued time-stamps are related to each other. Each time-stamp would contain data that authenticates the time-stamp before it, the authentication would be authenticating the entire message, including the previous time-stamps authentication, making a chain. This makes it impossible to add a time-stamp in to the middle of the chain, as any time-stamps afterwards would be different. == Description == Linked timestamping creates time-stamp tokens which are dependent on each other, entangled in some authenticated data structure. Later modification of the issued time-stamps would invalidate this structure. The temporal order of issued time-stamps is also protected by this data structure, making backdating of the issued time-stamps impossible, even by the issuing server itself. The top of the authenticated data structure is generally published in some hard-to-modify and widely witnessed media, like printed newspaper or public blockchain. There are no (long-term) private keys in use, avoiding PKI-related risks. Suitable candidates for the authenticated data structure include: Linear hash chain Merkle tree (binary hash tree) Skip list The simplest linear hash chain-based time-stamping scheme is illustrated in the following diagram: The linking-based time-stamping authority (TSA) usually performs the following distinct functions: Aggregation For increased scalability the TSA might group time-stamping requests together which arrive within a short time-frame. These requests are aggregated together without retaining their temporal order and then assigned the same time value. Aggregation creates a cryptographic connection between all involved requests; the authenticating aggregate value will be used as input for the linking operation. Linking Linking creates a verifiable and ordered cryptographic link between the current and already issued time-stamp tokens. Publishing The TSA periodically publishes some links, so that all previously issued time-stamp tokens depend on the published link and that it is practically impossible to forge the published values. By publishing widely witnessed links, the TSA creates unforgeable verification points for validating all previously issued time-stamps. == Security == Linked timestamping is inherently more secure than the usual, public-key signature based time-stamping. All consequential time-stamps "seal" previously issued ones - hash chain (or other authenticated dictionary in use) could be built only in one way; modifying issued time-stamps is nearly as hard as finding a preimage for the used cryptographic hash function. Continuity of operation is observable by users; periodic publications in widely witnessed media provide extra transparency. Tampering with absolute time values could be detected by users, whose time-stamps are relatively comparable by system design. Absence of secret keys increases system trustworthiness. There are no keys to leak and hash algorithms are considered more future-proof than modular arithmetic based algorithms, e.g. RSA. Linked timestamping scales well - hashing is much faster than public key cryptography. There is no need for specific cryptographic hardware with its limitations. The common technology for guaranteeing long-term attestation value of the issued time-stamps (and digitally signed data) is periodic over-time-stamping of the time-stamp token. Because of missing key-related risks and of the plausible safety margin of the reasonably chosen hash function this over-time-stamping period of hash-linked token could be an order of magnitude longer than of public-key signed token. == Research == === Foundations === Stuart Haber and W. Scott Stornetta proposed in 1990 to link issued time-stamps together into linear hash-chain, using a collision-resistant hash function. The main rationale was to diminish TSA trust requirements. Tree-like schemes and operating in rounds were proposed by Benaloh and de Mare in 1991 and by Bayer, Haber and Stornetta in 1992. Benaloh and de Mare constructed a one-way accumulator in 1994 and proposed its use in time-stamping. When used for aggregation, one-way accumulator requires only one constant-time computation for round membership verification. Surety started the first commercial linked timestamping service in January 1995. Linking scheme is described and its security is analyzed in the following article by Haber and Sornetta. Buldas et al. continued with further optimization and formal analysis of binary tree and threaded tree based schemes. Skip-list based time-stamping system was implemented in 2005; related algorithms are quite efficient. === Provable security === Security proof for hash-function based time-stamping schemes was presented by Buldas, Saarepera in 2004. There is an explicit upper bound N {\displaystyle N} for the number of time stamps issued during the aggregation period; it is suggested that it is probably impossible to prove the security without this explicit bound - the so-called black-box reductions will fail in this task. Considering that all known practically relevant and efficient security proofs are black-box, this negative result is quite strong. Next, in 2005 it was shown that bounded time-stamping schemes with a trusted audit party (who periodically reviews the list of all time-stamps issued during an aggregation period) can be made universally composable - they remain secure in arbitrary environments (compositions with other protocols and other instances of the time-stamping protocol itself). Buldas, Laur showed in 2007 that bounded time-stamping schemes are secure in a very strong sense - they satisfy the so-called "knowledge-binding" condition. The security guarantee offered by Buldas, Saarepera in 2004 is improved by diminishing the security loss coefficient from N {\displaystyle N} to N {\displaystyle {\sqrt {N}}} . The hash functions used in the secure time-stamping schemes do not necessarily have to be collision-resistant or even one-way; secure time-stamping schemes are probably possible even in the presence of a universal collision-finding algorithm (i.e. universal and attacking program that is able to find collisions for any hash function). This suggests that it is possible to find even stronger proofs based on some other properties of the hash functions. At the illustration above hash tree based time-stamping system works in rounds ( t {\displaystyle t} , t + 1 {\displaystyle t+1} , t + 2 {\displaystyle t+2} , ...), with one aggregation tree per round. Capacity of the system ( N {\displaystyle N} ) is determined by the tree size ( N = 2 l {\displaystyle N=2^{l}} , where l {\displaystyle l} denotes binary tree depth). Current security proofs work on the assumption that there is a hard limit of the aggregation tree size, possibly enforced by the subtree length restriction. == Standards == ISO 18014 part 3 covers 'Mechanisms producing linked tokens'. American National Standard for Financial Services, "Trusted Timestamp Management and Security" (ANSI ASC X9.95 Standard) from June 2005 covers linking-based and hybrid time-stamping schemes. There is no IETF RFC or standard draft about linking based time-stamping. RFC 4998 (Evidence Record Syntax) encompasses hash tree and time-stamp as an integrity guarantee for long-term archiving.

    Video browsing

    Video browsing, also known as exploratory video search, is the interactive process of skimming through video content in order to satisfy some information need or to interactively check if the video content is relevant. While originally proposed to help users inspecting a single video through visual thumbnails, modern video browsing tools enable users to quickly find desired information in a video archive by iterative human–computer interaction through an exploratory search approach. Many of these tools presume a smart user that wants features to interactively inspect video content, as well as automatic content filtering features. For that purpose, several video interaction features are usually provided, such as sophisticated navigation in video or search by a content-based query. Video browsing tools often build on lower-level video content analysis, such as shot transition detection, keyframe extraction, semantic concept detection, and create a structured content overview of the video file or video archive. Furthermore, they usually provide sophisticated navigation features, such as advanced timelines, visual seeker bars or a list of selected thumbnails, as well as means for content querying. Examples of content queries are shot filtering through visual concepts (e.g., only shots showing cars), through some specific characteristics (e.g., color or motion filtering), through user-provided sketches (e.g., a visually drawn sketch), or through content-based similarity search. == History == Video browsing was originally proposed by Iranian engineer Farshid Arman, Taiwanese computer scientist Arding Hsu, and computer scientist Ming-Yee Chiu, while working at Siemens, and it was presented at the ACM International Conference in August 1993. They described a shot detection algorithm for compressed video that was originally encoded with discrete cosine transform (DCT) video coding standards such as JPEG, MPEG and H.26x. The basic idea was that, since the DCT coefficients are mathematically related to the spatial domain and represent the content of each frame, they can be used to detect the differences between video frames. In the algorithm, a subset of blocks in a frame and a subset of DCT coefficients for each block are used as motion vector representation for the frame. By operating on compressed DCT representations, the algorithm significantly reduces the computational requirements for decompression and enables effective video browsing. The algorithm represents separate shots of a video sequence by an r-frame, a thumbnail of the shot framed by a motion tracking region. A variation of this concept was later adopted for QBIC video content mosaics, where each r-frame is a salient still from the shot it represents. === Video Notebook === Modern video browsing solutions include Video Notebook, a Menlo Park startup founded in 2021 by Mike Lanza, which uses computer vision to extract slides and optical character recognition and speech recognition to facilitate video search. The software can be either used on the client side (using a browser extension), where the slides and text are extracted while the video is watched (e.g. on a video platform like YouTube or Udemy), or on the server side. Processed videos, which can be viewed in the Video Notebook web app, feature a video browsing user interface with extracted timestamped slides, a search bar for querying the video (or a collection of videos), and text chapters. Video Notebook customers include organisations like Ernst & Young. === Video Browser Showdown === The Video Browser Showdown (VBS) is an annual live evaluation competition for exploratory video search tools, where international researchers use video browsing tools to solve ad-hoc video search tasks on a moderately large data set as fast as possible. The main goal of the VBS, which started in 2012 at the International Conference on MultiMedia Modeling (MMM), is to advance the performance of video browsing tools. Since 2016, the VBS also collaborates with TRECVID. The aim of the VBS is to evaluate video browsing tools for efficiency at known-item search (KIS) tasks with a well-defined data set in direct comparison to other tools.

    The elasticity of a data store relates to the flexibility of its data model and clustering capabilities. The greater the number of data model changes that can be tolerated, and the more easily the clustering can be managed, the more elastic the data store is considered to be. == Types == === Clustering elasticity === Clustering elasticity is the ease of adding or removing nodes from the distributed data store. Usually, this is a difficult and delicate task to be done by an expert in a relational database system. Some NoSQL data stores, like Apache Cassandra have an easy solution, and a node can be added/removed with a few changes in the properties and by adding specifying at least one seed. === Data-modelling elasticity === Relational databases are most often very inelastic, as they have a predefined data model that can only be adapted through redesign. Most NoSQL data stores, however, do not have a fixed schema. Each row can have a different number and even different type of columns. Concerning the data store, modifications in the schema are no problem. This makes this kind of data stores more elastic concerning the data model. The drawback is that the programmer has to take into account that the data model may change over time.

    EPUAP

    ePUAP (Electronic Platform of Public Administration Services) is a Polish nationwide platform for communication of citizens with public administrations in a uniform and standardized way. Built as part of the ePUAP-WKP project (State Informatization Plan). Service providers are public administration units and public institutions (especially entities that perform tasks commissioned by the state). The platform provides service providers with technological infrastructure to provide services to citizens (recipients). Among the participants of ePUAP there are both central administration units and local governments, including municipal offices. Among the services offered by ePUAP is also Profil Zaufany (Trusted Profile), which enables electronic filing with legal effect without the need to use a qualified signature and SAML-based single sign-on mechanism, which enables the same ePUAP account to log on to websites of various service providers. The website www.epuap.gov.pl enables defining citizen and businesses service processes, creates channels of access to different systems of public administration and extends the package of public services provided electronically. Services available through the ePUAP platform may be accessed at the official website. Currently all administration services are available in Polish only. == Overview == It is described by the Polish government as "a coherent and systematic action program designed and developed to allow public institutions make their electronic services available to the public". The platform provides citizens, businesses and institutions with a number of services intended to ensure smooth and safe communication between: customer to administrations (C2A), business to administration (B2A), administration to administration (A2A). === Main goals === The main project objectives are to create a single, secure and electronic access channel to public services for citizens, businesses and public administration and also to reduce time and lower the costs of sharing information resources and functionalities of administration domain systems. Within the project, the following functionalities and services were delivered: Public services catalogue – a method of presenting and describing administration services, ePUAP platform – a web platform designed to provide public services on the Internet, Interoperability portal – a portal for experts working on recommendations for electronic documents and forms used within Polish administration systems to assure the uniformity of IT standards, Central Repository of Electronic Document Models – a database for valid document models and electronic forms. == History and background == The ePUAP project was carried out in the years 2005–2008. Currently, a continuation project ePUAP2 is being carried out with the following objectives: to increase the number of online services available to the public including the registry services, to widen the scale of usage of public electronic services, to integrate subsequent systems of public administration and business on ePUAP portal, to define new processes of customer and business services. === ePUAP2 === ePUAP2 is a public and administrative project that extends the set of functional services developed during the first edition of the project and is another step in the process of transforming Poland into a modern and citizen-friendly country. The implementation period for the project covers the years 2009–2013. Project financing The cost of the project “Construction of electronic Platform of Public Administration Services” – 32 million PLN was covered in 75% by the funds from the European Regional Development Fund (under the Sector Operational Programme "Supporting Competitiveness of Enterprises for the years 2004–2006"), while the remaining 25% of the cost was covered by a Polish national co-financing. Funds for the ePUAP2 project were gained from the 7th priority axis of the Innovative Economy Operational Programme and amounts to 140 million PLN (85% of eligible expenses were covered by the European Regional Development Fund, 15% were covered by a national co-financing). The trustee of ePUAP is the Polish Ministry of the Interior and Administration. == Legal regulations == According to the Polish law from 1 May 2008, public authorities are required to accept documents in electronic form (bringing applications and proposals and other activities in electronic form). ePUAP enables public institutions to meet this requirement by providing a service infrastructure to set up am electronic inbox. The ePUAP inbox meets legal requirements, in particular: issuing an official confirmation of receipt in accordance with the regulation of the Prime Minister of 29 September 2005 on the organizational and technical conditions for the delivery of electronic documents to public entities; cooperation with hardware security modules (HSM), meeting the technical requirements set out in the law; handling documents electronically in accordance with the minimum requirements set out in the Regulation of the Polish Council of Ministers of 11 October 2005 on minimum requirements for ICT systems. == Incidents == === Crashes === The ePUAP system very often happens smaller or larger failures. Because it is used to sign the application profiles trusted also in other electronic systems such as public administration. Electronic Services Platform created by ZUS, the system fault ePUAP it very difficult to settle official matters most electronically. === "Infoafera" === According to TVN and the release of TVP News from 10 April 2014, the creation of ePUAP is also associated with the so-called "Infoafera." On 10 April 2014, the Minister of Internal Affairs of Poland confirmed the information that the American technology company HP confessed to its participation in the Polish info-tour and corruption of Polish officials. By March 2014, the construction of ePUAP and its maintenance cost PLN 98.4 million. PLN 67.8 million has been used for this project. Challenged expenses only on the portal itself is approx. PLN 20 million.
